Cell Tower Design Options and Visual Impacts

One of the most common controversial issues that face planning board members in New York State is the siting and appearance of wireless communication towers. This document gives background on terminology, technologies, techniques as well as strategies for siting to minimize impacts on visual resources.


While local communities are prohibited by federal law from banning wireless communication facilities from their community, local communities in New York State have broad powers to adopt regulations that address the style, height, size, location and appearance of telecommunication towers. In summary, the common uncamouflaged monopole supporting bracketed cellular panels do not have to be approved in New York if towns have adopted a telecommunications siting law that requires the best camouflaging technologies available. This document reviews different types of cellular tower designs and some typical camouflaging techniques. It concludes with recommendations and considerations.
